Legislation : Resolutions

In the context of NDPHA public policy considerations, a resolution is a concise statement of the Association’s stance on a particular issue affecting the health of the public.  It describes and endorses a defined course of action, directed towards a particular individual, organization, or event. 

A resolution is focused on a particular issue and its succinctly justified call for a defined action towards a specific focal point.  It may inform, exhort, show support or lack of support for programs or legislation, or describe a course of action.  It represents a new statement on the part of the Association, or a substantial modification or extension of existing policy of the Association.

Resolutions may be submitted by any NDPHA member, by a section of the Association, or by the Governing Council.  Resolutions should be no longer than 500 words and should contain 1) a statement of the problem or reasons for action to be taken; 2) a statement of the desired action; 3) suggestions for implementation of the resolution, including consideration of any costs.

Resolutions must be submitted to the NDPHA office at least 10 days prior to the Association’s annual meeting and will be reviewed by the Resolutions Committee and presented for consideration at the annual meeting with a recommendation of adopt, do not adopt, or no recommendation.  Resolutions may not be introduced for consideration at the annual meeting, less than 10 days prior to the meeting, nor from the floor during the meeting.  Resolutions which do not meet the introduction timeline requirements may be submitted to the Governing Council for consideration, and the Governing Council has authority to take final action on any such resolutions.
